What is the 25% rule for roofing?

A percentage by itself cannot decide whether a repair will hold. Repairability depends on the surrounding material and the roof assembly. Any code requirement also has to be checked for the actual jurisdiction and project; it should not be inferred from a rule quoted for another state.

Can I replace just the one bad slope?

Sometimes, and it is a legitimate move after one-sided storm damage. The trade-offs are honest ones: color mismatch between new and weathered fields, and the remaining slopes keeping their original clock. It works best when the rest of the roof genuinely has years left.
